Request for Qualification Statements

Brunswick Regional Water & Sewer H2GO is seeking qualified firms to provide feasibility and space allocation studies, planning and design consultation, and architectural/engineering design, and CA/CO services for a new complex to house H2GO administrative and field operations in Belville, NC.
 
Project Description:
H2GO is a NC Sanitary District providing water and sewer utility services to approximately 20,000 customers in NE Brunswick County. H2GO has outgrown its current business location at 516 Village Rd NE, Leland.  To accommodate existing and future customer service, administrative, and operational needs, H2GO desires to develop approximately 9 acres on Poole Rd. in Belville, NC. H2GO envisions a new 30,000 ft2+ administrative office for customer service, finance, HR, engineering, environmental compliance, and project management functions, as well as Board chambers for public meetings.  A separate 32,000 ft2+ operational center should include multiple drive-thru bays for utility trucks and equipment, workshop, vehicle maintenance, material storage, and training center.  An additional 8,000 ft2+ of sheltered and unsheltered storage may be required for material and equipment storage.  Site improvement considerations shall include employee and customer parking, fencing, stormwater management, and landscaping. Future EV truck parking and charging stations should be part of site improvement considerations. Also, H2GO may be a stakeholder with others to improve Poole Rd.  Architectural/Engineering design services shall include site and property boundary surveys, civil/site design, MEP, structural, and ADA compliant considerations.  It is anticipated construction will be carried out by a Construction Manager at Risk (CMAR) under a separate contract.
 
Requested Qualification Information:
Brunswick Regional Water & Sewer H2GO requests the following information as a minimum to evaluate the qualifications of an architectural/engineering firm:
  • Brief, general description of the services provided by the Architectural/Engineering firm which shall cover all specialties that are available by the submitting firm.
  • Specific description of the Architectural/Engineering firm’s demonstrated ability and experience with the study, design, and construction management of government buildings.
  • Ability to perform comprehensive comparative analysis of construction methods. 
  • At least 5 references for projects completed by the firm within the past 10 years with a brief description of the project. Ideally, at least one of these would be with a government agency and must include contact names and phone numbers.
  • A list of design team members available to work on H2GO’s Project with their qualifications.  Please include their current licenses and certifications. 
  • A list of the three (3) most recently completed municipal engineering projects.  Please reference projects designed and built with similar climate conditions to southeastern North Carolina.
H2GO will use a variety of factors in the selection of a qualified architectural/engineering firm including, but not limited to, specific municipal/governmental experience, references, and other details about the firm's abilities.  H2GO will negotiate terms after the selection has been made.
 
H2GO reserves the right to hire additional firms if the selected firm cannot provide the expertise for the specific project.  Key points of interest to H2GO are: 1) quality of work for past similar clients; 2) Ability to be responsive within 2 hours in most cases; 3) Track record in assisting clients with completing projects in a timely manner as well as working within the budgetary requirements.
