Request for Qualifications for Professional Engineering Services
 
Brunswick Regional Water & Sewer H2GO

 

Brunswick Regional Water & Sewer H2GO has received funding from the North Carolina Department of Environmental Quality (NCDEQ) and the State Water Infrastructure Authority (SWIA) for Asset Inventory and Assessment of the Wastewater System and Water System.
 
H2GO is soliciting Requests For Qualifications for professional engineering services to perform the following tasks related to the AIA grant funding.
 
General Project Scope for Wastewater System – Project No. AIA-D-ARP-0072
  1. Perform GPS location and GIS mapping of all wastewater system components identified as the wastewater assets transferred from the Town of Leland to H2GO.
  2. Perform condition and vulnerability assessments for each asset in the sewer system to assign risk management scores.
  3. Prepare a hydraulic model for each sewer sub-basin in the wastewater system and a combined overall hydraulic model of the wastewater system.
  4. Develop a 10-year Capital Improvement Plan based on risk management scores.
  5. Incorporate the Capital Improvement Plan into an overall Asset Management Plan with the field inventory and operation and maintenance (O&M) procedures.
  6. Upload collected data in electronic format (Asset Management Software) for use by field staff and to track work orders generated/performed.

  1. Perform GPS location and GIS mapping of all water distribution system components identified as the water assets transferred from the Town of Leland to H2GO.
  2. Perform condition and vulnerability assessments for each asset in the water system to assign risk management scores.
  3. Update and calibrate the hydraulic model of the water system.
  4. Develop a 10-year Capital Improvement Plan based on risk management scores.
  5. Incorporate the Capital Improvement Plan into an overall Asset Management Plan with the field inventory and operation and maintenance (O&M) procedures.
  6. Upload collected data in electronic format (Asset Management Software) for use by field staff and to track work orders generated/performed.

Negotiated fees for professional engineering services will be paid with grant funds.  Engineering services for all work must comply with NCDEQ and SWIA guidance documents and receive acceptance/approval from NCDEQ and SWIA prior to final payments by H2GO.
 
RFQ submissions must include at a minimum:
  1. Individual or Firm Information: firm’s legal name, address, email, and telephone number, the principal(s) of the firm and the firm’s experience and qualifications.
  2. Water/Wastewater Experience: The specialized experience and technical competence of the staff to be assigned to the project with respect to water and wastewater improvements or related work, description of firm’s prior experience, including any similar projects, construction cost, and names of local officials knowledgeable regarding the firm’s performance on related work. Include at least five references within the past five years.
  3. Firm Capacity and Capability: The capacity and capability of the firm to perform the work in question, including specialized services, within the period of the grant, the past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules; description of firm’s current work activities, capability of carrying out all aspects of related activities, and firm’s anticipated availability during the term of the project.
  4. The proposed work plan and schedule for activities to be performed.
  5. Documentation of compliance with state and federal debarment/eligibility requirements.
 
Submissions will be evaluated according to the following factors:
  1. Qualifications, Competence and Reputation of Firm and Personnel       20 points
  2. Firm’s Capability to Meet Time and Project Budget Requirements         20 points
  3. Present and Project Workload of Firm                                                        20 points
  4. Related Experience on Similar projects                                                      20 points
  5. Recent and Current Work for the Town                                                      20 points
Total Points 100 points
 
Upon completion of evaluations, H2GO staff will select the most qualified firm and recommend a contract award to the Brunswick Regional Water and Sewer H2GO Board of Commissioners, contingent upon suitable fee negotiations.  If an agreement of contract compensation cannot be determined with the first qualified firm, the H2GO will eliminate that firm and begin discussions with the next most qualified firm.
